What it does

Takes a project type, size, location, and construction parameters and returns a ground-up TDC budget organized by CSI MasterFormat division with regional cost adjustments, soft cost layering, stage-appropriate contingencies, and a three-scenario sensitivity analysis.

Why it matters

Development feasibility lives or dies on TDC accuracy, but getting a credible budget early requires either a full estimating engagement or a GC relationship most sponsors do not have at the concept stage. Teams either skip the cost work and discover the deal does not pencil at the IC memo, or they use a single $/SF guess that collapses under any diligence.

How it's done today

A developer or analyst opens a spreadsheet, plugs in a rough $/SF from the last deal they did, adds a flat soft-cost percentage, and calls it a TDC. Regional labor differentials, union premiums, seismic or wind code adjustments, parking structure costs, and contingency phasing rarely get modeled explicitly. The estimate lives in a single cell with no sensitivity range and no audit trail.

When to use it

Reach for it

Use it any time you need a cost budget before engaging a GC or estimator: concept feasibility, land residual calculation, IC memo cost section, construction loan sizing, or when a proforma needs a TDC input and you are still at the schematic design stage or earlier.

Not the right tool

Not a substitute for a GC bid or a formal estimating engagement on a project that is moving to construction. Once actual bids are in hand, route to construction-budget-gc-analyzer to evaluate them against this baseline. For cost tracking on an active job, use construction-project-command-center instead.

Example use case

A developer is evaluating a 200-unit, 6-story concrete podium multifamily in Seattle with one level of below-grade parking. The skill builds the CSI division estimate, applies the 1.15 Seattle regional factor, flags the seismic zone 3 structural premium, layers soft costs at 32 percent of hard, sets contingency at 15 percent for conceptual stage, and returns a three-scenario TDC ranging from $74M to $96M with TDC per unit benchmarked against mid-rise comparables.

Cost benchmarks reflect 2024-2025 national averages. For a project starting 12 or more months out, apply the escalation flag the skill surfaces. Site-specific costs for environmental conditions or rock excavation are estimates until a geotechnical report exists. The output is designed for IC review and lender underwriting, not contractor bidding.
